The master project schedule is the tool
that communicates timing and interdependancy of all tasks to
project participants. It identifies initial milestones and
performance indicators, as well as target dates
for the preparation, submission, review and adjustment of all project
documents. It guides analysis of risk
associated with critical
project elements.
STE’s response:

The nature, size, and complexity of
the project will be analyzed and an overall time frame for
the delivery of the project established. Project phases will
be initially identified, with time allocated to each within
the overall timeframe for implementation. Sub-atctivities
under each phase will be identified and detailed.

The timeframes
for facility design, construction and commissioning will be
incorporated into a master project schedule. This will
include sub schedules for activities whose complexity or
importance warrants detail monitoring. A critical path with
clearly identified milestones will be established.

This methodology
is essential to ensure that the projected completion date is
achievable. The master project schedule submitted and
approved by the Executive Director will become the baseline
against which progress on all identified activities will be
tracked. The project manager will identify deviations from
the schedule and seek alternative solutions, using
additional resources, and sequencing, methods of production
and implementation, and fast-track construction alternatives
to accelerate delivery and minimize schedule impacts.

The master
project schedule, which will be accepted by the construction
manager, is used to assess the validity and responsiveness
of the construction schedule. Actual progress will be
compared with the master project at regularly scheduled
construction meetings to identify remedial measures required
redress deviations.
